As for your assertion 1) I'm not one of those "many people" since if everyone did everything the same way, the world would be an incredibly boring place and 2) if it worked for his original design and the real-life singer on which Gakupo is based, then I'd like to think it could work here.
That is one of the least accurate depictions of him. And, yes, it's a him. If you listen to his (synthetic) voice, Gakupo is clearly male. It's official art, dear. One of the first pieces of him, in fact. And the character was based on japanese musician Gackt who, although male, still looks very feminine in his stage persona. Making this character look feminine was a stylistic choice, but one that has basis in established OFFICIAL art of the character and its inspiration. I understand if it's not your cup of tea and I respect that, but please don't come on my page and pull the whole condescending "You know that you're an idiot, right?" routine with me. It's very frustrating. Sorry for being confrontational about it.
